In particular, what does the IN/OUT TIME indicate? START/END seems to correspond correctly with the events on the timeline, but can’t quite tell what IN/OUT is alluding to.

I believe IN/OUT time refers to the time at which the original audiofile is being cut. So for example, if you have an audio recording that is originally 5 minutes long and in your edit you only used it from 2m30s to 3m45, then that will be the IN and OOT indication.
