Yes, it does. I haven’t tried it myself but a colleague has and it works without issues so far.

Yes, it does. Btw, USB-eLicenser was also working offline.
Just to avoid confusion:
On the one hand it’s about the (one-time) activation of the software, on the other hand it’s about the (permanent) operation of the software.
Steinberg software can be both activated (see Offline Activation above) and operated on computers without Internet access.
