Stereo Pan from a Mono Track

Is it possible to get a stereo pan from a mono track in the way I’m doing it? I’m using the “inserts” on the left and have selected “AutoPan” with the Left-Right-Left preset. I believe my track is sending to the stereo bus. I am using the headphone jack on my Steinberg UR44. I don’t hear a stereo pan and I don’t see the meters indicating a stereo pan (meters on the main mix output). I can hear a flutter when I set the pan speed really high - but no stereo.

I was expecting the mono signal to slowly pan between the stereo channels.

Any ideas on what I’m doing wrong?

Group mono track to a stereo group, put panner on stereo group

Drag mono track onto a new stereo track put panner insert on new stereo channel

Try putting panner in a post fader insert
