Strange situation some rests are not showing

Hi all Doricians, I am currently working on a hymnal project for my church. Recreating scores of all hymns based on English version into Chinese. I encountered an issue in this hymn that somehow the rests of other voices are not showing, but after a meter change at the end of second system it appears. I want to copy the way original English version notates but could not make the rests shown in the first 2 systems. I’ve attached the Dorico project file here and hope to get some advices about what I did wrong and how to have those rests come out to indicate that alto and bass are silent at that moment. Thank you!

I followed the directions given by @dan_kreider in this post:

I have also fixed up the time signatures and barlines - I found an old printed version online and edited yours to have the barlines and phrases match that.

The dotted half rest in the lower voices would be more correctly notated (in modern usage) as a whole rest (which also is used for a whole bar of rest in any time signature). If you want a dotted half rest to appear in the middle of a 3/4 bar, you would need to do that in Engrave mode.
