I can’t start Cubase Artist 9.5 (windows 10), every time I try I get stuck on ‘Scanning VST-3 Plug-ins’

One of your plug-in is not compatible. Make sure all your plug-ins are up to date.
If it doesn’t help, start Cubase with internal plug-ins only. Then you can start to add 3rd party plug-ins and observe which one fails.
