surcode decoder - signal about 20db too hot

Hello
Now my pro logic plugin (Dolby surcode pro logic 2 ver 2.5.1.0)
is broken. Encoding works just fine but in decoding the signal is about 20db too hot.
Daw is nuendo5.54 64bit windows 7 . Does anybody know anything about this?

Here is detailed repro of the problem:
Create session with 5.1 master output and one mono track panned to the center of master output.
Put -18db test signal to the mono track.
In master output it reads -18db in center channel.
Open surcode pro logic 2 plugin as insert effect to the master out channel. (default tagged source in plugin)
in master output it reads -18db in center channel.
click encode
in master output it reads about -21db in l and r
click decode (in plugin now are tagged encode and decode)
in master output it reads about -1.1db in center
