Is that the end of the system? If you enter the piano, hairpin and mezzo-forte as a single group (or group them after the fact) then you should get them all appearing in a row, unless the spacing is so constrained that it’s not possible for Dorico to do it without the hairpin disappearing altogether. Can you show a bit more of the context in which you’re seeing this arrangement?
It was at the end of a system, but moving it to the middle of the system didn’t help matters:
