According to the manual you can’t.
You cannot move note spacing handles with the mouse, you can only move them using the keyboard.

If you always want the final systems in flows to justify fully, deactivate Only justify final system in flow when more than [n]% full.

Just slept over it for the night. Maybe it works as it works because a rest is to Dorico not an object like a note or barline, but just a gap between entered notes.
The multibar rest you see then is a visual representation of nothing there …
And when you want to include nothing in your selection, nothing happens when your force that into the system.
To see an effect, you have to select something, which would be the barline.
