When I set up a new project, I preset the page layout to include four systems per page/four bars per system. But the fourth system always is pushed unnecessarily to a second page when there’s plenty of room on the first page. I have read other posts and change margins, vertical spacing to no avail. Please help.
We would need a Dorico file to have a look at your issue. Way too many possible things to consider. 
It’s best to wait until the music has been entered, and then see how much space it will need on the page.
But you can “fix” how many bars and systems you want in Layout Options > Staves and Systems > Casting Off. (Though obviously, things may be too cramped or too spaced out, depend on the notes.)
