When I reduced the size of the top staff in a score, I noticed that all the system elements were also reduced. I’m not sure this is the correct behavior. What’s the general consensus?

If the corresponding font / paragraph style is set to Staff-relative size, then it will vary based on the staff size. You could set the tempo font styles to be absolute instead.

Thank you, Lillie. Maybe it could be a general option in the Layout Options, to be sure you are not forgetting it (or any other system element) when doing other types of score resizing.
