I am having trouble placing a ‘system text’ below the staff. It would be very useful for chain indications like this one (Mozart BARENREITER). Such indications, at the bottom of all staves, are very common in operas.

You’re right. As for now, Engrave mode and properties in local is the way to go (moving stuff around is a property and you probably won’t move that the same in a full score or in a part). Rinse and repeat on all layouts.
I have 43 sections, 350 pages of full score, and 18 parts, this is going to be very tedious!
I use a Fine marking with custom text for attaccas. There’s an Engraving Option to always place it at the bottom, and it’s right-aligned automatically.

It’s in the Repeats section: Shift-R fine Enter. Then look in the properties panel below to change the custom text.
Yes, I see how to change the text, but I don’t see how to put it under the staves
Sorry, I could have sworn it’s in Engraving Options, but I was mistaken. It’s in Layout Options → Staves and Systems → Repeat Markers.
