System track, in "spreads vertically" page arrangement

The page arrangements in Page View are well thought-out!

In “spreads vertically”, tho’, the system track is not only not functional (it doesn’t respond to select/delete, add, etc), but it is displayed like this:

Can anyone explain what this means?

This looks like a bug, and one I’ve not seen reported before. Try switching to Galley View then back to Page View.
