I wonder how much it would slow up Dorico to just do a second pass per frame. When it finds a frame with multiple systems >100% full, just break one system earlier.

This failing just as often results in the opposite problem, when the first system on the next page certainly would fit in the white space at the bottom of this page and still be <100%, but the only way to get it there is to force it.

There is some proprietary magic going on under the hood with casting off, to which we are not privy. I wonder whether that is a factor impeding suggestions for improvement (i.e., if they take a suggestion to change how it works, that is a clue to how it works).
