I am experiencing an issue where adjusting the tempo height on a specific page causes other tempo markings to move as well. Is there a way to isolate these edits so that correcting one staff doesn’t affect others? Furthermore, how can I prevent the layout of previous pages from being disrupted when I make adjustments to later pages?
Have you checked that your properties scope is set to Local before making adjustments?
Lock each frame before editing the following one.
Engrave > Format Music Frames > Lock Frame
(or just use the Jump Bar to find the function)

You can lock systems, frames, and layouts.
If you want the first three pages locked then you will need to lock them individually. (It’s not that hard: just select an item in the frame and then use the function.)
Well, you’d need to delete the relevant signposts or reset the entire layout and lose all the changes you just made…
If you are following the advice of many experienced users and getting all your input done before formatting the layout, locking the frames shouldn’t be too much of a problem (but I almost never do it).

Have I misinterpreted what you were asking?
I thought you meant adjusting the text was affecting that same text in other layouts. Did you mean adjusting text changes other tempo text in the same layout?
This is because changing the tempo in the same layout can sometimes cause the spacing between staff lines to change on other pages.
When you lock a system or frame, Dorico adds breaks to the start of each applicable system and frame and activates the Wait For Next property. This makes sure that bars don’t move around between systems. It does not prevent you from changing things within a system, like note spacing or object placement.
To unlock, you need to delete the system/frame breaks that Dorico inserted. You may to turn off the Wait For Next property before you delete them – otherwise, you could wind up with a bunch of bars squeezed into one system caused by one break with Wait For Next activated.

Adjusting the page at the back will change the note spacing or object placement on the previous page.
Even if you set it to ‘Local’ and work on it, there are cases where this may still affect you.
Can you upload a project with an example of what you’re talking about? The note spacing in a locked system shouldn’t change on its own, although the lock doesn’t prevent you from explicitly changing it.
Is it better to do the lock frame last?
Or is it better to do it together when continuously proceeding with correction after setting each page?
NB locking the frame won’t technically lock note and staff spacing; only the casting off.
I don’t have a good answer for that, because I generally don’t use this functionality. I guess if you’re worried about bars moving, you should lock things as you go.
