Yes, File / Save as Project Template to save then New From Project Template to use as a new project.

Yes, it is.
Generally speaking, Dorico will save most of what it needs in its Project file.
Additionally, suggest you start by looking at what Playback Templates do if you make additions with (third party) sound libraries etc.
A good place to start - indeed an excellent, not to say indispensable, resource is the series of video tutorials by Anthony Hughes.
