If I change the tempo in the Tempo Track in Nuendo13, the existing MIDI notes don’t follow, they keep playing in the initial tempo. I wanna temporarily change the tempo for difficult to play parts.

Did you check the time base of your MIDI track? Maybe you changed it (by accident) and it is no longer in musical mode.
Call me an idiot but I don’t know how to set a track to Musical mode. I’m relatively new to Nuendo.
