Try selecting it and moving it to the left using opt/alt + left arrow. When it is positioned at the start of the first bar, the two bars should consolidate into a 2-bar multi-rest.
Pressing Option/Alt + Left Arrow moves to the previous bar.
Select the tempo marking.
Edit > Cut.
Position the caret at the start of the bar.
Edit > Paste.
When you moved it, the Rhythmic Grid was probably set to a value which would move it past the first beat of the bar.
Even when using the method you provided, it still appears on the bar line.
The quickest way to get a definitive answer is to post the project here. Otherwise we are guessing.
There are plenty of “detectives” here in the Dorico forum who are very willing to help. But they need some evidence to examine.

Delete the System Break at the end of the first system and then move the tempo equation marking. It will straddle the barline and a 2-bar multi-rest will appear. If the barline is at the end of a system, then that is where the marking will appear. Apart from having the System Break at a different barline, I don’t think there is an easy solution. Other users might have some ideas.

System Break must be maintained.
The only option then is move it to the barline, so that it shows at the end of the previous system and you have your 2-bar multi-rest, and then drag it in Engrave mode to where you want it. If you decide to change the layout later on, you will need to drag the marking again.
Or if you enter it as a text instead of a tempo, it will show up at the beginning of the 2nd system without having to move it manually:

The note shapes in Tempo and the music text are different—how did you find the same thing?
I did it with MusGlyphs font, which gives better results.
Can’t you use the default font in Dorico?
You can, with Insert Music Text (at least for this specific case, some others are impossible to achieve when it comes to beamed notes groups and/or tuplets), but it’s harder to get a good result.
Since you seem to do a lot of engraving, I would strongly recommend downloading MusGlyphs: it’s much easier to use and allows you to do many things that are difficult (or impossible) with the built-in fonts.
The other person needs to have the MusGlyphs font installed for it to show up, right?
If you’re referring to a PDF, everyone will be able to read it, even without having MusGlyphs. But for a Dorico project, I think MusGlyphs needs to be installed for it to display correctly (I’m not sure how it appears for someone who doesn’t have it — I assume Dorico substitutes another font).
