Tempo & time-sig. Input

Hi … I just wondered how to input different tempo or time signature in tracks …
I mean when your song tempo is 90 and you want to go on 130 after 46th. Bar (for example)
Or you have 4/4 song and it goes on 7/4 after 50 bars
