I deleted a text frame, but after working in Galley View and switching back to Page View, the deleted text frame appears again. Why does this happen, and how can I prevent it from coming back?
Did you delete it from one individual page, or from the page template?
If you did it directly in the score, you created a page override, that’s linked to the page number, not the location in the music. If the music shifts around (because you add or delete music), the deleted frame will not move with it.
If you did the change in the template, did you remove it from both the left and right page of the template (or apply L->R or R->L)? And does the actual page in the score maybe already have a page override (red triangle in the corner in Engrave mode)? In that case, changes in the template will not carry over anymore.

If I understand correctly, you deleted a text frame that you initially added manually? In that case, the page still ‘thinks’ it has a page override. If you want to get rid of the override (red triangle), you can choose ‘Remove Page Override’ from the right-click menu. The page will reset to following the template.
Even though I removed the page override and the triangle disappeared, the text frame keeps reappearing.
I think you’ll have to share your project file here so that we can see what’s going on.
Does the change in the full score have to be deleted for it to be deleted in the part as well?
No, there’s no connection between page overrides in scores and parts (or between their page templates).
Instead of removing the override in your part layout, you could also create a new layout of that part/player (which will then automatically have no overrides).
