I entered “solo” on the bottom staff in bars 22, 38, 44 and 61 but it appears on the top staff and I’m unable to move it.

The attached file doesn’t contain text in the mentioned bars. Did you upload the wrong version?
Maybe you added the text as system text (ShiftAlt/OptX) which appears above the top staff. If you use ShiftX instead, the text is assigned to the selected staff and should stay there.
