Text-multi bar rest

How can I make the multi bar rest 1 at the marked location appear as regular text so that the top and bottom parts show together?

Don’t you use this Engraving Option?

When there is a tempo, the number 1 must be visible, so staff text must be entered.

In this case, since the top and bottom are not appearing as a set, I am looking for a way to make them appear as a set.

What do you mean by “appear as a set”?
I see two staves from a score, where in the Layout Options you must have “Show Multirests” enabled.
What I don’t see is the bar line after the first three bars of rest..

Yes there is. As @charles_piano mentions in the posting above, in Engraving Options choose [Bar count for single bar rests:] “Show bar count” to make the 1 appear automatically above single empty bars.

Engraving Options is enabled, but the number 1 does not appear, so it must be entered manually.

If I understand correctly, the tempo mark is in the middle of the bar, which prevents the multi bar rest to show up?

In that case, you could try to move the tempo mark to the beginning of the bar, and then move it back in Engrave Mode if needed:

Except for System-Attached text, which is probably not what you’re looking for, I don’t think so. But you can enter it once, copy/paste it (or Duplicate to Staff Below, or Alt+Click), select the items and move them all together in Engrave Mode.
