Tie delete

How can I delete only the Tie in the marked section? When I select it, both the preceding and following parts get selected.

You can’t. The ties are just a visual representation of 1 note of 6 quarters.

You can select it, un-tie it, and re-Tie where you want.

Do I need to remove the tie completely and then put it back on?

put the music entry caret at the spot you want to break the tie and type. u
