It is a bug that has been occurring increasingly frequently in Cubase 14 for some users.
This renders the latest version of Cubase 14 unusable, even though Steinberg claims it has been fixed.
However, the bug has not been resolved in Cubase 14, and I assume there will be no bug fix for Cubase 14 either.
It affects the Globalmappings file, which is created in the Midi Remote folder and contains the assignments.
For some unknown reason, these are reset from time to time.
There are other issues too, such as duplicates of the MIDI Remote.
These issues have been resolved more or less satisfactorily in one of the newer versions of Cubase 15.

If you’re using Windows 11, there may still be some issues with loopbacks and virtual ports due to the new MIDI service.
However, I’d rule that out in your case, as your MIDI Remote appears to be displayed and ‘only’ the assignments are missing.
