I recently upgraded from CUBASE Pro10.5 to CUBASE Pro13.
I can’t see toggle step input on CUBASE Pro13. What should I do

There is no Step/MIDI Input check box

You have to open the key editor and right-click on its toolbar. Your screenshot shows the configuration panel of the main/project window. Step input is only available in the MIDI editors.

I am having the same issue I have just migrated from Studio One after they introduced silly licensing costs
So if you have time would you mind documenting a step by step way to activate step record as I have read all your advise and even created a new project and I still don’t see this option, I also have read the cubase manuals and I am stumped either I am stupid (probably) but it is not showing

Sure.
By default the Key Editor opens in the so-called Lower Zone. Click anywhere in the marked area with the right mouse button…
… to bring up a pop-up dialog that lets you select, which items ought to be visible in this tool bar. Make sure “Step/MIDI Input” is enabled.
The horizontal space on your screen for this zone might be too small to display all enabled items. So you can either move the Step Input upwards (which equals to the left) in the pop-up dialog or you can open the Key Editor in a seperate window and maximize that. That should allow you to see the controls.
