Last-ditch effort here, as I was sick for the last 12 months and missed the announcement about the release of 14.0 last November. Is a license for that version still available for purchase? Hope so.
The way it works is you can buy the new Cubase 15 Pro. With that, you then also have complete ownership & use of 15, 14, 13, 12. Install any or all of them after registration of 15.
That’s the only way to acquire 14.

Why not just get v15 (or upgrade to v15 from whatever earlier version you have)?
If you must, you might find a 2nd hand licenses around, especially here - just make sure the seller knows what they’re doing, i.e. they need to contact Steinberg, ask them to remove the license from their account and provide them with Activation Code that you’ll buy. If seller doesn’t know about it, watch out. Otherwise that place is solid - I bought & sold dozens of DAWs & plugins there: KnobCloud

@DosWasBest is right about the licenses: If you buy Cubase Pro 15 you are eligible to use all licenses that reside within the new licensing system going back to Cubase Pro 12 including all lower versions like Artist, Elements etc.
Oh? That’s nice! I had no idea. I thought they’re there in SDA as an option, but I wouldn’t be able to activate them.
No you can definitely use them.
Just to add that, since 14, if you hold down the Alt key while starting Cubase (on Windows, don’t know on Mac), you get to choose which edition of Cubase runs:
This is really handy if you’re collaborating with people who have other editions, in order to make sure they get a compatible version of your Pro project, i.e. that you haven’t used anything that is not available in their one.
