Track Activity Indicator Not Showing

I have 10 tracks in an audio montage, all with audio information on them at relatively the same level, but only one of them shows on its Track Activity Indicator. They are all routed with the same settings, anyone know why this is?

Using version 10.0.40?

yes 10.0.40
this picture show only 2 tracks but its the same on all the others, the first one is showing activity but not the rest, I can solo tracks and hear whats on them no problem, but no activity indicators
