Looks like prototype DAW when tracks are minimized to the most minimum sizes.
Was like this since around versions 7 or so. Cubase SX and Cubase VST didnt even have this GUI “issue”
Nothing really shocking to my eyes (Cubase Pro 15.0.30 / Windows 22 H2 / Radeon RX 550 / no HiDPI / scaling 100%).
So, maybe your issue is OS, HiDPI/Scaling or even video driver related. Could you post a screenshot of it ?
Provide more onformations about OS, Cubase Version. If Windows then possible optimization tweaks if you have done.
I had some similar issues after tweaking.

the icon of the track is cut off, the number 5 is cut off. the Mute and Solo buttons are cut off.

see here. the track icons get cutoff, track numbers get cut off, track names have more space on top of them than on the bottom
IMO, the track name is the less problematic : it’s still fully readable, even if I woudn’t mind seeing it one pixel higher up (vertical centering).
Indeed, but your thread title is specifically about the track name and its ‘ugliness’… 
Beside this, what are you expecting with a track height reduced to 14 pixels ? This kind of view is useful only when you want to have a wide vertical overview of a project or the biggest possible part of it, in my view. I wouldn’t attempt any editing task, with a track reduced at this point.
