"Transpose key signatures" greyed out

I would like to transpose a section currently in D major to E major. I understand I’m supposed to select the music, go to the transpose dialog, choose Up, Major and 2nd, and then check the “transpose key signatures” box. But it’s greyed out and I can’t select it.

Worse, if I change the key signature with Shift K and then attempt to transpose the notes up by a major 2nd, it does so—but changes the key signature to F#.

What’s going on here?

Make sure the key signature is actually included in the selection.
