Yes – If you want them raised as in that first bar, you can select a whole passage, filter for tuplets, and move them up in engrave mode.
It would make more sense to me to move the arrows up and leave the numbers down. But either way, it’s not going to be one adjustment. The collision of 6’s and arrows remains, no matter where they are shifted, so they have to be positioned manually. This is a messy situation.
Do you actually need all '5’s or '6’s after the first couple occurrences? Wouldn’t it be clear that the following tuplets are similar? It’s quite common in ‘classical standard’ notation to leave out elements that clearly follow a pattern established once.
