Turn off flow numbers

Is there a global way to turn off Flow Numbers from showing in part headings? Or is the only option to delete the tokens?

Assuming the part layouts are using defaults, even the top of page 1 is a Flow Heading. You can go into Engrave mode, open the Default Flow Heading (right panel), and remove the token once only. It’ll then apply everywhere.
