Yes as long as both iPad and iPhone are using the same Apple account.
If you have it installed on your iPad, open the App Store app on your iPhone, search for Cubasis 3 and you should see the “download from cloud” icon, just tap it to install it.

For sure you can use Cubasis on your iPhone and iPad. Simply make sure the devices are logged onto the same App Store account used for the purchase. If you’ve purchased IAPs these can be restored in the in-app shop, via tapping the similar named button.
