FYI I’m unable to move this now on the iPad from it’s initial position. Restarting the app doesn’t change that
Is this in the changelog? I did look in there and maybe missed it but didn’t see mention of this, maybe it’s a bug.

Yes, you’re right: this seems to be something else that has become broken with our move to the latest version of Qt. Sorry for the inconvenience. We will try to fix as soon as possible.
I can confirm the issue on Ipad Pro 12.9 Gen3. I was able to move the bar with pencil however.
