Unable to use Steinberg activation manager to upgrade purchased Cubase

I purchased an upgrade for Cubase7.5 to 13 today, but I am unable to register. Unable to train to license server
When I was using the Steinberg activation manager, he told me, “The Steinberg license engine is not responding.”
I used Steinberg download assistant and entered the serial number to upgrade, but it seems that the elicenser software is also not working,
I am in China, and the same goes for using VPN.
Please tell me how to operate it

Please make sure, there is no antivirus or firewall blocking the Steinberg server communication.
