When I enter notes over slashed in the drum part, the 1/2 rests are inconsistent. Some are up, some are down. I entered this as a continuous part, with the same cymbal for then notes, and this is what I get. There doesn’t seem to be a reason for which are up and which are down. Yes, I can adjust them individually, but I shouldn’t have to do that. There’s 40 or so rests in a score.

It doesn’t mater to me whether they are up or down, just consistent.
Did you hit apply after choosing the option?

The rest is down after a 1/2 note, but any other notation, it’s up. Doesn’t make any sense.
Put a quarter note, or an 1/8 note just before the 1/2 rest and it moves up, no matter the setting. If the 1/2 rest is at the beginning of the bar, it stays on the top line, no matter the rest of the notes.
The same on my system. Strange behavior.
If this are kicks played also by another instrument a workaround could be to use cues.
Shift U, choose the instrument and remove the start text. That is how I always make kicks over time.
