Why do some of the pages of this quintet look like the first example and others look like the second example. How can I get them to space evenly on every page?
Check Layout Options>Vertical Spacing>Vertical Justification. The first page exceeds the percentage threshold to justify the page vertically, and the second one does not. You can change those percentages to suit your needs.

Try extending the bracket to include all five instruments (which is the correct way to set up a wind quintet score)
You’re right, but that’s better achieved by choosing Small Ensemble in Layout Options > Brackets and Braces > Ensemble Type. It even has a wind quintet as the example 
Unrelated, @pfmusician what happened to the third staff label?

I’d wager it was an XML import. I get that sort of label a lot. The instrument needs re-assigned in Setup mode.
Thank you. I changed the % to 50% and that solved the problem
Thank you. I will keep that in mind for the future. I reduced the percentage, as suggested by dan_kreider, and that fixed the problem.
PS. - I fixed the third staff label. This Dorico learning curve is rather steep. But I am working on it
