I work in Galley view but always check Page view to make sure things will look right to the conductor.
Here is the Galley view of the horns:
In page view, horn two has a stem down even when all horns are playing dotted half notes. Is there a reason?
It is harmless–it just looks odd.

Because it has a different rhythm in the previous bar, and there’s no rest in between.
Dorico considers condensing in phrases, and a phrase is “notes between rests”.

You can change that behaviour manually in engrave mode.
Click on the down-stem note in the 30th bar and go to the menu Engrave→Condensing Change
In the popup dialog check your horn player group in the upper left corner:
After clicking on
OK you’ve created your own new phrase.
If you don’t like it, just delete the signpost of the condensing change.

… but it clearly shows the conductor, what horn 2 is playing.
