I have a new computer and need to uninstall Dorico on the old computer (Mac). If I go to Library>Application Support>Steinberg and delete Dorico does it free up a license, or do I have to disable the license somewhere else? Thanks.

I don’t think you need to uninstall Dorico. I would suggest opening the Steinberg Activation Manager on the old computer and deactivating your license.

You can also manage your activations, from any computer, by logging into account.steinberg.net and clicking on Licensed Devices in the left hand column.

A Dorico license allows you to run Dorico on 3 machines.
