I sometimes use these tempo change symbols. Is there a way to define this so I can easily write the symbol above the staff? How can I do this neatly and legibly?

Is there any special reason you don’t want to use the traditional tempo equation?

I agree with @Janus that the traditional way of doing this is more readable for players (and easy to do with the Tempo tool), but you can do it your way with System Text.
To enter the quarter notes, right-click while entering text and choose “Insert Music Text”. Then search for metNoteQuarterUp and click OK.
Of course you are right, the traditional notation is definitely better

Enter it using the tempo popover: shift-T h=h. (notice the “.”)
