Why does Dorico use an eight rest instead of two 16th rests (which would be standard)?
There may be a setting in Notation Options > Rests that will allow you to display them differently.
Feel free to upload an empty version of your project for us to investigate.
I haver already checked that - Notation options make no difference.

Yes, it is non-standard and Dorico should be showing the two 16th rests by default.
For the sake of completeness I’d like to add that the same thing happens in cut time when the Use common time note grouping for cut common time signatures is unchecked. You’ll end up with bar 11 instead of bar 12.
Oddly, when the Use common time note grouping setting is checked, Dorico does default to the beaming in bar 12, which I don’t quite follow because OP demonstrates that Dorico actually defaults to combining the rests in the equivalent rhythm in common time. However, I think bar 11 is undesirable as a default in both cut and common time because it makes it unnecessarily hard to parse the rhythm. Which is why I agree with @John_Ruggero that it’s non-standard notation.
In my current project I’m using hidden local time signatures with the common time note grouping setting checked in the properties (I don’t want that setting to be checked globally for this project and there are way too many occurences for Force duration to be practical). It gets the job done but it’s a bit strange that it’s necessary. Also that’s not an option for common time signatures, so I’m hoping that this is somewhere on the developers’ fix list.
