After quite a bit of investigation, I think I’ve found a reproducible workaround that may help others.
The problem
I was using an iCON V1-M (also tested with a V1-X) with Cubase’s MIDI Remote system. Some UAD plugins displayed beautifully organised parameter pages on the controller, while others exposed hundreds of unwanted MIDI CC/automation parameters instead of the intended controls.
Examples I found included:

Galaxy Tape Echo – bad
The behaviour appeared inconsistent at first, which made it difficult to identify the cause.
What I discovered
For any plugin showing the unwanted parameters:

Open the plugin.

Open the Remote Control Editor.

If the layout already looks correct, do not edit anything.

Simply choose Save Current Layout.

Close the editor.
Immediately afterwards, the MIDI Remote displays the correct, well-organised parameter pages instead of the huge list of unwanted automation parameters.
The important point
No editing of the layout was required. The layout was already correct.
Simply saving the current layout was enough to make Cubase present the correct parameter pages to the MIDI Remote system.
I have now reproduced this on multiple UAD plugins, so it appears to be a reliable workaround rather than a coincidence.
My conclusion
This doesn’t appear to be an iCON controller issue or a UAD plugin issue. It seems more likely that Cubase isn’t always registering or refreshing the Remote Control Editor layout until it is explicitly saved.
If anyone else encounters plugins exposing hundreds of unwanted parameters instead of the intended Remote Control pages, it’s worth trying Save Current Layout before spending time rebuilding layouts manually.
I’d be interested to know if other users can reproduce the same behaviour with different plugin manufacturers, or whether this is mainly affecting UAD plugins.
