Update from Cubase 9 to 10 not installing

I purchased the update from Cubase Pro 9 to 10. The installation seems to work but Cubase 10 is not installed.
I tried Windows trouble shooter but it does not help for a new installation.

You are “Upgrading” not “Updating”.
So, are you sure you have downloaded and installed from the full Cubase Pro 10 file that is found in the Steinberg Download Assistant (SDA)? Update files shown on the Cubase download support page are updaters for existing CB versions only. A link to the SDA is found at the bottom left of that same page.
