I am considering to upgrade to Cubase 6.5 yet I am wondering, is there someway I can migrate from 5 to 6.5. I mean, can I import my settings, VST locations etc? I do not want to go through the hassle again of setting the whole thing up

I believe that all settings remain when you upgrade, but to be shure all that data (VSR prsets, Mediabay tags, keycommands etc etc) is stored in the Cubase application data folder found via start menu> Cubase.
So back that up before you go.

Yes, all settings is transfered from older version to the new one. No problem here.
They are migrated but Steinberg suggests rebuilding everything from scratch including templates.
If you look around the forum, you will see numerous posts about trashing your preferences. It is because they can get corrupt. Best thing to do with every major version upgrade is to rebuild from scratch.
