Ever since Steinberg exiled 32bit vst on CB9 I have never bothered to upgade CB because a lot of my favourite plugins are 32bit, so before I contemplate the upgrade to 11, is the blocking of 32bit plugins still enforced?

32bit plug-ins are not going to come back. You still can’t use (and I believe you will never be able to use them in the future anymore) 32-bit plug-ins in current Cubase version.
You could try to use jBridge to do so.
