i am not sure I understand correctly what you mean by “will old files still work”?
Ist it if you can open all your old projects from Elements 14 in Artist 15? That is a definite yes, just open them in C15, no problem.
Work can still be added to the projects?
Yes, the various Cubase editions share the same file format. There shouldn’t be any problems with continuing to work on your projects using Artist 15.

Cubase has been using the cpr format since after VST 5. The file format should be backwards compatible in theory, but Steinberg isn’t Adobe, which makes formats incompatible just so you’re forced to always be running the latest version on top of it automatically converting any project you open to the newer format without asking you.
Don’t the changes from 14 onwards break scores? With the switch to the Dorico-style score editor.
Good question…. IIRC, in 13 they changed the file format to support >4GB project files, which meant a breaking change. Usually Steinberg are quite good at keeping their file format forward compatible, but once in while, like with the 4GB support, they decide to break it.

But this is about the backward compatibility. You can still open a project made in Cubase 10, 11, 12, … in Cubase 15.
