UR-RT2 4 channel output or not? FX channls alway on

The interface should allow you to disable the FX on output channels 3 and 4 the FX are always on ? terrible. I have a windows 8 platform. Is this a true 4 output channel interface?

UR-RT2 offers 4 Audio Inputs and 2 Audio Outputs, as far as I can see.
