Whenever I put my sample rate up to 192 khz I am then unabled to apply effects within dspMixFx UR44. Is there a solution for this? I can only use 96 khz in order to be abled to apply effects on my microphone.

No, as the text says there are not enough dsp resources to run 192 kHz, so you will have to either live with 96 kHz or monitor through your daw.
