USB port dead? Or playing dead?

I have this Asus Z170m plus motherboard, and the topmost usb3 port is playing dumb.

When I connect a phone to it, it looks like it is charging, but I haven’t stuck around long enough to verify that it is indeed charging. When I connect any other device, it doesn’t want to work. It gives power for an instant, and then nothing. I double checked the power settings, they’re ok. The usb port directly underneath works perfectly well. The port itself looks ok, nothing obvious sticking out or shorting. Any ideas before I open the hood? Could it be windows related?

You can enable/disable USB ports via the Windows Registry - and sometimes also via the BIOS settings.
