Simple answer:
Yes, with a higher software version (e.g. C 10) you can also run lower versions (SX …C 9.5) as long as it is the same or lower function level (LE / Elements / Artist / Pro).
However, this rule is broken with the switch from the eLicenser to Steinberg Licensing. The old eLicenser-based versions end with Cubase 11 and can no longer be opened with the new, USB dongle-free licenses.

Are you buying Cubase 10 already tied to an elicenser dongle? Does your existing Cubase 8 have its own cb8 dongle?

I have no Cubase dongle. Just a new empty dongle. I can download version 8 from Steinberg direkt. He will send me just the Cubase 10 license.

Unfortunately, this won’t work, because the server that managed the eLicenser-based licenses at Steinberg was shut down a few months ago.
The license code you receive can no longer be transferred to the USB eLicenser.
If he sends you his existing dongle with Cubase 10 pro license on it you can use this for Cubase 8.
Not sure why you have a new empty dongle but as elicenser service is closed down now as P.A.T has said, there isn’t much you can do with it.

Since you wrote that it is empty, it is absolutely worthless, as there is no longer any way to load or move licenses from or to an eLicenser.
I suspect we’re not talking about the same thing……A Steinberg USB elicenser is needed for Cubase and no current plugin licensing will work on it. There are other “dongles” like iLok that do work with plugs but are no use for Cubase.
Then the elicenser dongle must have the license on it for “the plugin”.
For example, if you bought an elicenser tied to the old versions of Vienna stuff….the vsl license for old vsl stuff would be on the dongle …not empty. Etc. I don’t remember who all used elicenser for licensing outside of steinberg.
But for sure, if the elicenser shows no planted licenses on it….ie is indeed empty ….nothing will work.
Not least of which is old Steinberg stuff.
