I’m running Cubase 12 Artist with an SSL 2+ Mkii soundcard plugged into 4 pairs of speakers. I have one pair of monitors on output 1 and 2 in Cubase and the other pair on output 3 and 4. When I play the project I can only hear the mix on outputs 1 and 2 but not 3 and 4. Is there a way to use the 4 outputs simultaneously or to switch back and forth between the monitors without having to change outputs in Cubase?

Not sure on Artist but Pro has control room where this can be done.
As @mkok mentioned, I’m not sure if you can do this with “Artist,” but there a few ways of doing this directly inside Cubase. One would be (if available) to just Add a Quad bus inside your Audio Connections, which would give you some “2D +” capabilities and you could use the surround mixer. I’ve got 5.1/7.1 setups like this, but I’ve never used the 2D setup like that so your results may vary. You could also just have your “monitors” set up as 1&2 but also just add another Stereo bus and assign 3&4 to those, and you could set up sends from either a summing group or really however you want it. Lots of way to skin that cat. Now the switching between the two is a bit different if what you want to do is monitor them back and forth - for that I’d set up 2 sets of Stereo monitors in Control Room where you could then just select between them directly.
If you don’t have Control Room then for me it’s worth it to upgrade to Pro. Otherwise you can just create sends like I said above and route them.
Lastly, if you don’t want to do this in Cubase, you could just buy Loopback from Rogue Amoeba and create all kinds of cool routing by way of custom virtual instruments (for MacOS, not sure if they have a Windows product or not). Some dudes over at Venus Theory’s Discord use something from Melda for that if you’re interested.

Thank you so much. Creating a send bus seems like a good option to try. I have no idea what a Quad bus is and don’t think i have that option. The artist version does not have control room either, and i don’t wanna pay $349 for an upgrade to 14 pro.
Fair enough, for sure. Sends will work just fine, and you could even create a template to accelerate the process in combination with saved Audio Connection profiles.
