As a quick check, you are in Note input in the measure you want to have the tempo change [1] (showing the orange insertion cursor line), then set the tempo [2] then click Create [3] [Tempo input] This is what you are doing?

Generally, it’s best to leave the tempo in the transport controls alone, and set the tempo with a tempo mark in the score. Only mess with the tempo indicator if you want to ignore tempo marks in the score and play at a fixed tempo, e.g. for aurally ‘proofing’ a work.
